It holds Anthropic-built plugins under /plugins and partner or community plugins under /external_plugins; you install them with /plugin install name@claude-plugins-official. The repo is Apache-2.0, but each plugin has its own licence, and the README warns that Anthropic does not control what third-party plugins include. It needs Claude Code, which requires a paid plan or API credits. It is a directory, not a replacement for a paid product.
